Responsibilities

JOB SUMMARY

  • Conducts training for EASA Repairmen, shop inventory and administrative personnel. Conducts periodic internal surveillance through audits. Interfaces with EASA/Airline customers during internal and external audits. Works with QA Manager and Manger, Repair Operations, to write/edit quality and training manuals. Works to improve and implement inspection procedures. Administers repair shop Safety Program. Manages projects as determined by Manager, Repair Operations.


MAJOR RESPONSIBILITIES.Description

  • Quality/Safety Management
    • Ensure that technical data on articles repaired by the repair station are secured and kept current with latest revisions accessible. Update/edit Repair Shop Quality related procedures and Work Instructions for shop.
    • Ascertain that inspections are properly performed on all in-process and completed work. Ensure that the proper inspection records, reports, and forms used by the repair station are properly executed prior to releasing the product for return to service.
    • Determine that no defective, unserviceable, or un-airworthy parts are installed in any component or articles released by the repair station.
    • Analyze supplier/interdepartmental performance and provide feedback as required to improve product quality.
    • Provide for continuity of inspection responsibility, assuring completion of required inspection when personnel shifts or assignment changes occur.
    • Conduct preliminary, hidden damage, in-process, and final inspection of articles processed by the repair station and record results.
    • Ensure proper tagging and identification of parts and components used in the repair station.
    • Perform the function of Document Control and Configuration Management for the Repair Station.
  • Audits
    • Administer and perform the Repair Station Internal Surveillance and Auditing Program with the Repair Station and EASA supplement manual. Conduct periodic spot-checks of Repair Station personnel adherence to procedure, work-in-process and repair cycle product audits.
      • Conduct periodic checks on all inspection tools and the calibration of precision test equipment used by the repair station. Ensure that a current record of inspections and tests is maintained.
      • Perform inspections on completed work before it is approved for return to service, and that the proper inspection and maintenance records, reports and forms required for each release are properly executed.
      • Act in the capacity as the Repair Station Quality focal, publishing internal and external audits schedules; scheduling resources, providing documentation and records and assisting the auditors as required during the audit period. Assemble audit briefings for the Quality Assurance Manager, Accountable Manager, and Manager Repair Operations review.
  • Training
    • Administer the Repair Station Training Program and applicable regulatory guidance for; initial, recurrent and specialized on-the-job training ensuring all training events and records are conducted and documented in an orderly, auditable fashion as directed by the Repair Station Quality Assurance Manager and Manager, Repair Operations. Provide or coordinate training for repair station staff on ESD (Electro Static Discharge) inspection procedures, Repair Shop Procedures, and Hazardous material
      • Conduct and/or assist with Quality/regulatory training for shop personnel.
      • Safety training for shop personnel as required/mandated by regulation.
  • Reporting/Communication
    • Monitor and report any findings or corrective action necessary for the handling of Hazardous Material, Safety and Calibration of Electronic Equipment and Testers. Continuously survey calibration and limited life material labeling and conformance to published requirements and inspection periodicities, generating corrective action reports as necessary
    • Identify and report findings and observations from the Internal Surveillance and Auditing Program through the Repair Station Corrective Action system, clearly identifying root cause and recommended courses of action to the Repair Station Manager, Repair Operations.
    • Develop, maintain and publish trending data and key performance indicators for repaired product return rates with respect to Rogue and Shop Warranty, cause and effect contributors.
    • Complete MDCCR, Material discrepancy forms for PAC Safety Office investigation.
    • Distinguish workmanship versus product defect or deficiency issues and escalate to the Manager, Repair Operations for review, subsequent action and posting to Synergy.
  • EASA
    • Assist with updating and submission of the MOE, Repair Shop Procedures, and Capability List to QA Manager.
    • Develop the Self Audit checklist to ensure compliance with EASA PART 145 guidelines.


EDUCATION/EXPERIENCE REQUIREMENTS

  • Associates degree or higher in electronics or related degree or region specific technical qualification.
  • Recognized technical qualification or relevant experience.
  • Minimum of 5 years experience working with avionics, electronics or computer systems.
  • Quality Control experience in manufacturing or service organization preferred.


KNOWLEDGE/SKILL REQUIREMENTS

  • Ability to understand and operate electrical/mechanical test equipment.
  • Working knowledge of EASA regulations and AS9100 requirements.
  • Ability to review, interpret and respond to various regulatory requirements and Airline inquiries. Works with Panasonic Avionics Quality groups to ensure feedback on potential quality issues on products in the field are raised.
  • Ability to use various presentation methods for customer/regulatory meetings to ensure good communication of ideas and subjects.
  • Moderate level of problem solving skill is required for determining product compliance specifications, industry standards and EASA requirements. Ability to recognize negative trend in supplier performance.
  • Proficiency in the use of Microsoft Office Software products for the creation/update/submission of various shop and regulatory documents.
  • Must be able to carefully perform project-related tasks such managing timelines, reporting and coordinating work across multiple departments.
  • Act as a professional with understanding of industry practices and company policies and procedures.
  • Demonstrate good judgment in selecting methods and techniques for obtaining solutions.
  • Excellent verbal and written communication skills a must.


OTHER REQUIREMENTS

  • Attend PART 145 Regulatory Training
  • Some travel up to 10 to international and domestic locations.
