As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
Oversees and determines timeframes for major IT projects including system updates, upgrades, migrations, and outages.
Duties
Provides expert guidance and instruction on the most recent technologies and advising on what new technological solutions and their implementation will meet business and systems requirements. Develops and troubleshoots software using software development tools and applications, utilizes principles from mathematics and computer science to develop unit test software and software verification cases and procedures for embedded system in test systems of airborne navigation systems and flight inspection systems. Organizes and executes tasks required to produce a tangible, service or deliverable timely and based on program objectives.
Provides leadership and guidance to subordinate employees to administer, develop, deliver, and support information technology (IT) systems and services. The paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, and networking. Information technology refers to systems and services used in the automated acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, assurance, or reception of information. Information technology includes computers, network components, peripheral equipment, software, firmware, services, and related sources.
Typically directs the work of subordinate employees at the organizational unit level. Serves as a first line supervisor at the organization/unit level Plans and assigns work to be accomplished by subordinate employees, communicates the organization’s vision and objectives, sets priorities and schedules. Assigns tasks and responsibilities, monitors, and evaluates performance, coaches, and develops employees, approve leave, gives advice, counsel, and instruction to employees on both work, technical and administrative matters. Ensures staff has the technology needed to accomplish duties and responsibilities. Fosters a work environment where all employees are treated in a fair and equitable manner.
Assists in budget planning and projecting short-term needs. Manages projects within assigned resources and resolving routine problems that typically impact the objectives of the organizational unit; when required, coordinating with customers outside the immediate organization.
Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit. Communicates and reinforces Equal Opportunity policies and programs in all areas of responsibility.
Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes.
Established guidelines, policies, and procedures typically govern work. Resolves routine problems independently but consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in the development of new policies and procedures.
Individual and organizational performance is typically reviewed periodically by higher level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives.
Work activities typically impact directly on the objectives of the organizational unit. In some areas, the work may affect the organizational units internal and external customers.
