As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
The incumbent serves as Deputy Director of Acquisition and Contracting (AAQ-2) reporting to the Director of Acquisition and Contracting (AAQ-1 ).
Duties
This position is located in the Office of Acquisition and Business Services (ACQ).
The Deputy Director serves as a recognized expert, senior contracting advisor and consultant to the Director, senior agency officials and managers internal and external to the agency on complex and novel acquisition programs. The incumbent provides technical direction, leadership and managerial oversight for agency-wide contracting operations, including award and administration of contracts, leases, real estate transactions, agreements, and aviation research grants.
The Directorates work includes a portfolio of over 10,000 active contracts valued at over $80 Billion, and annual new awards/obligations of over $4.6 Billion through over 27,000 contractual actions. Contracts and Agreements range from NextGen and major National Airspace System (NAS) acquisitions, to air traffic control tower and facility construction contracts, to IT and support services, and all of the other goods and services necessary to meet the Agencys mission and keep FAA facilities and operations running.
In addition to leadership responsibilities, the incumbent also maintains Level 3 Contracting certification.
Leads the development of innovative solutions to FAA-Wide contractual challenges. Serves as Chair for FAAs Acquisition Strategy Review Board; provides advice and consultation to the Director, senior agency officials and acquisition personnel on complex, priority, and politically sensitive acquisition matters. Represents the Director and FAAs Acquisition Executive at executive level meetings within FAA, DOT, and with senior level officials across the federal government and private industry.
Leads efforts, on behalf of the director, to strengthen acquisition and contracting acumen, capability, and performance across the agency. Provides direction and oversight in the achievement of organizational performance metrics.
Provides strategic planning and direction to management and staff members in the Office of Acquisition and Contracting who are geographically dispersed. Assigns work; establishes goals and priorities for completion; sets pe1formance standards, evaluates performance; identifies and ensures training and development needs are met; and makes decisions and recommendations for appointment, promotion or rewards of employees. Manages the manpower, budget, supplies, space, equipment, travel and other resources needed to accomplish the work of the Directorate.
Creates and maintains a climate of positive human relations and open communication within the Directorate. Establishes means by which employees can effectively contribute to the accomplishment of FAA goals and objectives.
