OnsiteCollins Aerospace is looking for Senior Program Operations Managers for our Collins Aerospace Richardson team within Mission Systems. This role requires a thorough leader capable of interfacing at all levels of the organization from key functional teams to the Executive Director level. This position will directly support a Program Management Office (PMO) in leading manufacturing strategy for programs in development.
This role is responsible for making and driving decisions for Manufacturing Strategy, Planning and Execution. The ideal candidate will have a strong background in Manufacturing Operations in the defense industry and must have experience leading New Product Introduction and Transition to Production of complex programs. The candidate must have strong working knowledge of proposal development systems, and will be responsible for presenting comprehensive strategies on Manufacturing Plans and how the efforts are proposed to customers.
The Candidate will support classified & unclassified programs within a technically diverse portfolio of complex products.

Position will work primarily onsite at our Richardson, TX location.
- Acts as the primary Operations focal (Program Manager) for all Operations content on new development programs that have a planned transition to Operations
- Partnering and collaborating with Program Office, Manufacturing, Engineering, Quality, and Supply Chain throughout the product life cycle
- Responsible to manage Operations cost and schedule performance for new development build and deliveries through strategic development efforts and execution of New Product Introduction processes and procedures
- Engage with Engineering and Supply Chain on requirements flow down for Operations and Supply Chain partners
- Engage in Program Test and Manufacturing Readiness Reviews to ensure alignment to manufacturing plans and support of factory requirements.
- Applies improvement strategies across multiple programs and develops process improvement opportunities to ensure efficiency of operations and cost effectiveness
- Influence product designs to achieve cost and schedule targets through active support to Design to Cost (DTC), Design for Manufacturing (DFM), and Design for Test (DFT) by understanding cost drivers and how to mitigate them inclusive of test yield, manufacturing yield, scrap rates, etc.
- Leading development teams through Process Failure Mode and Effects Analysis (PFMEA), Manufacturing Feasibility Assessments, and coordinating actions/mitigation plans in accordance with AS9145 (APQP)
- Provides active support to Supply Chain Management by identifying materials constraints and logistics problem resolution to ensure availability of materials and smooth operations
- Directs and coordinates sequencing of work in partnership with Manufacturing, such as build and delivery, to ensure smooth operations and optimal use of resources
- Partners with internal customers to understand customer needs and issues and ensure customer satisfaction
- Ensures quality, cost, schedule, and inventory goals are achieved in a manner consistent with the overall business plan
Qualifications You Must Have
- The ability to obtain and maintain a U.S. government issued security clearance is required
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
- Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience
- Wide-ranging Program Leadership / Manufacturing Operations experience
- Proven Experience in Transition to Production
- Proven Experience developing complex proposals and Basis of Estimate
- Self-directed leader capable of executing Change Management and handling ambiguity
- Proven Experience in Earned Value Management
- Develop Program schedule integration to ensure alignment to Program schedule / contract
- Six Sigma Qualified or equivalent
Qualifications We Prefer
- Previously held U.S. Secret Security Clearance
- Engineering and/or Operations leadership and experience
- Program Leadership or Material Program Management Certification
- Earned Value Management Certification
- Working knowledge of SAP / PRISM, Rapid Development Tools.
- Working knowledge of Pro Pricer or equivalent tools, learning curves, application of rates and costs in government contracting.
- Experience supporting fact-finding and negotiations with DCMA and Government customers
- Experience with MS Office Suite with expert knowledge of Excel

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
