Job Description:
ESSENTIAL DUTIES AND ACCOUNTABILITIES

Participates, as a member of the Quality Assurance and Environmental Health & Safety team, in formulating and enforcing organizational policies and operating procedures for the company. Implements & coordinates various aspects of the Quality Management System.
Provides a systematic and efficient method of gathering, analyzing and maintaining information on maintenance and material defects that impact the aircraft maintenance program. Directs, implements, and continuously improves the quality system to achieve performance standards.
Provides guidance to the QA Inspectors/CDQARS/CDI on quality standards and management of the Quality Management System.
Evaluates and develops improved techniques for the control of quality, reliability and safety. Organizes and promotes company wide quality improvement efforts.
Ensures currency of company procedures including; Ground Operating Procedures, Work Instruction, Property Procedures, Training Procedures, Safety and Quality Procedures.
Reviews NAMDRP reporting requirements to ensure they are accurate, clear, concise and comprehensive prior to release.
Reviews technical problems, and procedures, and recommends solutions or changes to procedures.
Develops inspection, audit, and monitoring schedules to determine the condition of assigned equipment and proficiency of maintenance personnel.
Monitors the Hazardous Material/Hazardous Waste and Fire Warden procedures within the organization as appropriate.
Responsible for adhering to all applicable Foreign Object Damage (FOD) prevention rules and regulations including participation in FOD walk down when directed.
Responsible for adhering to the Company Tool Control Program.
Maintain liaison and satisfactory working relationship with CNATRA and other Government agencies.
Organizes and facilitates regularly scheduled quality training with inspectors, and staff as needed to educate and implement quality as a strategy.
Conduct investigations into customer complaints and safety incidents relating to contractual deficiencies within the Quality and Safety Programs and recommend corrective actions.

Ensures summaries, analyses, and other data necessary to determine the quality of the overall maintenance effort is submitted to the Program Manager.
Directs, through intermediate personnel, workers engaged in inspection and testing activities to ensure continuous control over materials, facilities, and products.

Provides oversight to the Central Technical Publication Library (CTPL).
Act as a focal point for COMNAVAIRFORINST 4790.2 series and AS9100AS9110 support.
Responsibilities also include developing local quality policies and procedures, providing oversight of quality audits at NAS Kingsville, reviewing and approving Root Cause Analysis and Corrective Action Plans for internal and customer Corrective Action Requests.
Recommend continuous improvements for the Quality Management System (QMS) to achieve performance standards.



QUALIFICATION STANDARDS

The candidate must have a minimum of a high school diploma with 12 years experience in Aviation Maintenance Quality Assurance, nine (9) of which must be related exempt experience; OR an Associates degree with 8 years experience; OR Bachelors degree with 4 years experience.

The candidate must possess the necessary leadership and management skills necessary to lead and direct employees within the Quality Control department. The candidate must be able to communicate effectively with all levels of employees throughout the organization. He or she must also be able to develop and maintain strong working relationships with internal and external customers. The candidate must be able to meet any Government/Company licensing/qualification requirements for the position and obtain the level of Security Clearance required by the Government.

Must be able to obtain/maintain a CAC card and clearance required by Government. Must be able to travel 25 of the time. Must have a valid state drivers license.

PHYSICAL DEMANDS AND ENVIRONMENTAL CONDITIONS

This classification activity, while normally accomplished in an office environment, does have duties that require the individual to work outside the office environment. Typical physical demands or activities include climbing, standing, bending, stooping, pushing, kneeling, reaching and walking. May be required to lift objects whose weight normally will not exceed 50 pounds. Special vision abilities required to perform this job are close vision, peripheral vision, color vision, depth perception and the ability to adjust and focus.

Work Environment:
The work conditions are normally those of a standard office environment where there is little physical discomfort. During the performance of duties outside the office environment, the diversity of work conditions may range from an environment where there is little or no physical discomfort, to an environment where inclement weather may subject individual to changes in temperature and weather. May be required to work in areas where high noise hazards prevail. May be exposed to fumes or airborne particles. May be exposed to toxic or caustic chemicals. May be exposed to electrical shock hazards. May be exposed to radiation. May work near moving mechanical parts.



LICENSING, CERTIFICATION REQUIREMENTS

The following must be obtained within 6 months of hire:
• Formal or Specialized Training or Equivalent
• Hazardous Waste Communications Trained
• FOD and TCP Awareness Trained
• Security Clearance Awareness Training
• COMNAVAIRFORINST 4790.2 Series Program Awareness
• Valid State Drivers License (required upon hire)
• AS9100/AS9110 Program Awareness
• Operational Risk Management (ORM) Training
• NALCOMIS Training
