Job Description:

Serves as a Program Manager for airport development projects for the Office of Airports (ARP), assigned Airports District Office (ADO) or a Region in support of ARP financial programs, including the Airport Improvement Program (AIP). Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional.

Duties

FV-H Duties: Incumbent performs similar duties, but with more frequent supervision.

FV-I Duties:Applies experience and comprehensive knowledge of airport planning, environmental, construction, and/or airport design standards. Performs project reviews and provides comments on construction safety and phasing plans for compliance with established requirements. Provides recommendations to airport sponsors for improvement and/or implementation. Ensures projects are in compliance with FAAs regulations, advisory circulars, orders, guidance, and grant assurances.

Conducts airport site visits, including visits to current and proposed construction sites to observe site conditions and construction progress. Provides results and recommendations to a supervisor for implementation to ensure compliance with approved construction safety and phasing plans, and conformance with accepted plans and specifications.

Reviews and processes aeronautical studies; coordinates responses for Non-Rulemaking Airports studies; and provides comments for Obstruction evaluations and other complex studies.

Reviews, evaluates, and makes recommendations on all aspects of the Airport Improvement Program (AIP) grants-in-aid program regarding the Airports Capital Improvement Plan (ACIP) and/or Passenger Facility Charge (PFC) funding eligibility, justification, and conformance with the approved Airport Layout Plan (ALP).

Actively participates on construction work groups and/or teams; and provides input to airport sponsors and consultants for pre-design, pre-reconstruction and construction meetings for federally and non-federally funded projects to ensure conformance with FAA approved project documents. Ensures development projects meet FAA regulations, standards, and guidance. Represents the office at runway safety meetings; and provides recommendations to senior management regarding funding allocations for any recommended runway safety projects to enhance safety at assigned airports.

Coordinates with other FAA Lines of Business/Staff Offices (LOBs/SOs) regarding reimbursable agreements and projects that may affect an FAA facility or operation. Reviews and provides recommendations to ADO Management and the Airports Regional Office(s) regarding requests for Modifications of Standards (MOS) for design and construction documents. Reviews contracts, including change orders and supplemental agreements, and determines eligibility of work. Coordinates reviews and/or determinations with senior staff members or a supervisor prior to approval.

Serves as a primary point-of-contact for internal/external FAA stakeholders to coordinate assigned AIP development projects. Serves as primary point-of-contact for local, state, and federal officials in the coordination, evaluation, and approval of federal grants for airports.

Collaborates with public airport owners within the context of the national airport system by applying technical and programming expertise resulting in the sound investment of federal funds. Negotiates with non-agency officials to resolve areas of conflict.

Maintains knowledge and skills in applicable air planning, environmental , engineering, construction and design standards to ensure currency and compliance of regulations, orders, etc. within assigned programs.

Drafts, edits and finalizes correspondence for review by senior management, including Congressionals, briefing papers, approval letters and guidance to sponsors associated with all aspects of airport planning and development.

Works independently to ensure technical compliance and alignment with the requirements of the project or other work activity through field inspections, review of status reports, and project closeout reports. Collaborates with airport sponsors to resolve areas of conflict.

Contacts are internal and external to the Agency. Acts as a primary point of contact to share information about the FAA and provide advice and guidance on the applications of policies and procedures.

Qualifications

To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to work of the position to be filled. Specialized experience is described as: 1) Experience conducting program management activities for airport development projects; 2) Experience developing airport planning documents; 3) Experience making eligibility of work determinations for airport projects; 4) Experience performing construction site visits.

To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to work of the position to be filled. Specialized experience is described as: 1) Experience conducting program management activities for airport development projects; 2) Experience developing airport planning documents; 3) Experience making determinations for eligibility of work airport projects; 4) Experience performing construction site visits; 5) Experience preparing correspondence for all aspects of airport planning and development, including Congressional responses, briefing papers, letters and guidance to sponsors.
