Northrop Grumman Aeronautics Systems Sector is seeking a Contracts Manager 2 to lead a Contracts team for the Aeronautics Systems sector Research and Advanced Design (R&AD) Division in Redondo Beach, CA. The selected candidate will report directly to the Senior Contracts Manager for the organization with dotted-line reporting to the R&AD Division Chief Finance Officer (CFO).
The R&AD division develops, demonstrates and transitions differentiating technologies, aeronautics platforms, advanced missions and architectural design concepts to drive sector and company growth.
Responsibilities Include:
- Build and lead a team of highly motivated and effective contracts professionals, providing strong leadership, training, guidance, and career development to direct reports;
- Administers contracts and guides team in all facets of contract administration support, including: compliance with contractual requirements, interprets contract requirements for program and functional leadership, drafts and transmits formal correspondence, coordinates submittals with all stakeholders, and reviews and executes contract modifications;
- Serves as the primary interface with the customer;
- Leverage data analytics to drive compliance, timeliness, and inform business area decision-making;
- Identify, develop, and recommend risk mitigation strategies to address complex issues;
- Conducts proposal preparation for sole source proposals; serves as the lead for the proposal contracts volume and partners closely with Pricing & Estimating and the Capture team to develop and implement proposal strategies;
- Reviews and provides feedback on customer RFIs, draft RFPs, and RFPs;
- Guides the program and Contracts organization on the implications of model contract terms and conditions;
- Facilitates the proposal review process and ensures internal reviews are conducted in accordance with company policies and procedures; partners with P&E and the Capture team to create briefings for internal reviews; and
- Develop process improvements and cultivate new resources to drive efficiencies across the portfolio.
Basic Qualifications:
- Excellent decision-making skills that support resolution of complex problems while minimizing risk to the Corporation;
- Demonstrated understanding of and experience with FAR and DFARS and prior experience with DOD contracts or subcontracts with a variety of contract types such as Cost Plus, Fixed Price, etc.;
- Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts;
- Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, and negotiating;
- Demonstrated proficiency with Excel, PowerPoint, Word, and Outlook; and
- Bachelor’s degree from an accredited university and 6+ years of experience in Contracts or a related field OR Master’s degree from an accredited university with 4+ years of experience in Contracts or a related field.
- Active DoD Secret with a background investigation completed within the last 4 years or currently enrolled into Continuous Evaluation
- Must have the ability to obtain and maintain a DoD Top Secret clearance and Special Access Program (SAP)
- Demonstrated experience with various contracting vehicles: OTAs ,Consortiums and USG Competitive efforts and/or capture
Preferred Qualifications:
- Prior leadership experience, either in a supervisory, team, or project lead role, and demonstrated ability to lead teams and develop talent; and
- Active Top Secret Clearence
- Active SAP clearance(s)
- Experience presenting to executive and division leadership and customers
- Experience in IDIQ FOPR
- Experience in capture / early development contractual activities

Salary Range: $125,500 - $188,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
