The Air Traffic Organization (ATO) has 35,000 controllers, technicians, engineers, and support personnel whose daily efforts keep aircraft safe, separated, and on time. Mission Support Services fulfills the Federal Aviation Administrations (FAA) mission by providing innovative and strategic direction for infrastructure and airspace design, developing airspace policy, promoting international and domestic airspace safety, and ensuring superior execution of policies and procedures.
Duties
The Director of Strategy provides strategic leadership, configuration control, and management for airspace modernization. The Director is responsible for strategic prioritization, resource management, concepts, validation, and requirements, prioritization of airspace and performance-based navigation projects, and portfolio and stakeholder management for the ATO. The incumbent directly supports the ATO with the critical planning and development of an overarching strategy to ensure the safe and efficient operation of the National Airspace System (NAS).
The Director of Strategy oversees and has direct line authority over three (3) groups comprised of approximately 55 highly technical and administrative positions, including twelve senior managers responsible for continually promoting and improving the efficiency and effectiveness of ATO programs, products, and services. The Director oversees and manages a budget of approximately $30.6 million.
Principal Responsibilities
- Serves as a key advisor and authority on all ATO planning and strategic activities. Defines and builds organizational capability by focusing on new requirements and emerging needs. Clarifies organizational/functional roles to ensure consistency throughout the ATO.
- Leads strategic vision and planning initiatives for transition to a Performance Based Navigation (PBN)-centric NAS by overseeing data analysis and research for the modernization and implementation of software tools, as well as project tracking and reporting.
- Oversees the successful application of the Concepts, Validation, and Requirements process, which defines and validates operational needs within the NAS.
- Allocates resources, staffing, and programs to support the ATOs mission, improve service value, and achieve performance targets.
- Interacts, communicates, and collaborates with senior industry officials, senior executives inside and outside the FAA, public and government forums, and other Federal agencies. The Director has delegated authority to commit the FAA on matters that directly affect the safety and efficiency of the national airspace.
