As an SNC Contracts Manager professional, you’ll be using your skills and expertise to administer, negotiate and closeout Federal contracts and other procurement and non-procurement instrument types. The CM position is responsible for proposal or quote submission and pre- submission related tasks such as examining estimates of material, equipment, services, production costs, performance requirements, delivery/performance schedules and ground rules and assumptions to ensure accuracy and responsiveness to the solicitation requirements and compliance with SNC policies and procedures. You’ll also be responsible for reviewing and coordinating approvals for nondisclosure agreements, memoranda of understanding/agreement, and teaming, strategic and bailment agreements. Additionally, the CM advises internal stakeholders, including management, the program team, supply chain, property, accounts receivable/billings, cyber and others, of real and potential performance/cost/schedule/compliance risks and contractual rights and obligations to ensure our contracting activities provide for proper agreement or contract acquisition and fulfillment. You’ll also engage, communicate and negotiate with external stakeholders, such as the Government, the prime contractor or offeror and others regarding the agreement, proposal or contract performance, cost, schedule, scope and reporting and notification requirements to support smooth contract execution, success and closeout.
This position will be based on-site at our Folsom, CA office, hybrid work schedule is a possibility down the road. The position oversees multiple active contracts and will require knowledge of competitive and non-competitive proposal processes to support new pursuits. Further, the position will be involved in supporting DCAA and DCMA audits and monitoring and resolving billing or payment issues, as needed. The Contract Manager may manage a Contracts Administrator. Must-haves:
- Bachelors degree with a business emphasis or other related field of study plus 24 semester hours of business related courses.
- A higher level degree may substitute for experience
- Related experience may be considered in lieu of required education
- 0-5+ years’ experience managing Government contracts and proposals as a prime or subcontractor. Knowledge and experience to include:
- Reviewing solicitation and preparation of routine response for proposals and contract modifications
- Submitting and/or supporting proposal submissions, to include the ability to understand a solicitation and evaluate all parts of proposal, i.e. cost volume, subcontractor proposals’ price analyses, etc.
- Analyzing contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and procedures
- Communicating contract policies and practices to internal business teammates
- Ensuring contract review, approval and execution in accordance with corporate guidelines
- Preparing and administering routine correspondence, negotiation memoranda and contract documentation to ensure timely and coordinated submittal
- Preparing, organizing and maintaining contract files documenting contract performance and compliance
- Assisting mid-to high-level contract professionals in working with internal or external business teams on issues and projects
- Understanding the broad range of fixed-price and cost-reimbursement, to include the in between [e.g. various incentive], contract types
- Understanding the FAR and FAR Supplements and other Government acquisition-related guidelines, directives, policies, processes, etc.
- Strong interpersonal skills/communication skills, particularly interfacing with other contract professionals and other functional areas, cross-functional project teams and customers
- Ability to effectively track/manage a varying heavy, and at times, lighter workload, i.e. active contracts, contract administration actions, proposal efforts, non-disclosure and other types of agreements
- US Citizenship
- Active Security clearance or ability to obtain and maintain a Government security clearance
- Key qualities: attention to detail and analytical thinking, organizational and time management skills, legal and business acumen, problem-solving and decision-making abilities, interpersonal and relationship-building skills, accountability, integrity/honesty, flexibility and continued pursuit of self-developed professional competencies
- The ability to obtain and maintain a Secret U.S. Security Clearance is required
Preferred:
- Contracts career field professional certification(s), ex. NCMA (CPCMTM, CFCMTM, CCCMTM or CCMA), Defense Acquisition Workforce Improvement Act (DAWIA) or the Federal Acquisition Certification in Contracting (FAC-C)
- Familiarity or experience with multiple and single award contract ordering vehicles, ex. GSA MAS, OASIS, MAC
- Commercial contracts experience
- Professional contract management competencies described in the National Contract Management Association’s “The Contract Management StandardTM ANSI/NCMA ASD 1-2019 (R2022)”
