Job Description:

This position is located in the Office of Accident Investigation and Prevention (AVP) within the FAAs Aviation Safety (AVS) line of business. This role supports AVP’s Data and Analytics Division (AVP-200) in their safety data and analysis efforts. Responsibilities include technical writing, data management, and data analysis.

Duties

The Business Project Manager is a recognized subject matter expert responsible for supporting the management of initiatives within the Office of Accident Investigation and Prevention (AVP) Data and Analytics Division and cross-collaborating with technical subject matter experts. Provides leadership for highly complex and challenging data management activities under the minimal direction of a manager. Serves as the principal specialist for developing new and innovative approaches, methodologies, and techniques to define and direct challenging projects and activities that involve cross-functional teams and the broader aviation safety community. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA.

Applies experience and expert knowledge of project management methodologies to define project scope, requirements, deliverables, and to ensure the effective management of all aspect of the project. Develops and implements projects plans to meet program’s objectives. Develops, schedules, coordinates, and manages projects and resources, including monitoring and inspecting costs, work, and contractor performance. Applies knowledge of FAA policies and objectives to Applies knowledge of FAAs policies and objectives to identify, define, and organize resources for large projects and work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

Leads a cross-functional team to ensure that all project tasks are completed on time and within scope. This involves assigning tasks, monitoring progress, and providing support as needed. Tracks project milestones and deliverables, and adjusts plans as needed to keep project on schedule. Monitors project activities and resources to identify potential risks, develop mitigation strategies, and ensure that projects proceed with minimal disruptions. Provides regular updates to stakeholders and customers, addressing any concerns, and ensuring that project objectives are met.

Assists the Program Manager in providing organizational direction and ensuring alignment with FAA’s data management standards across AVP, AVS, and the entire FAA. Utilizes business and enterprise data systems knowledge to define, plan, and implement major analysis and program development activities. Ensures that business requirements and standards for safety data and analysis are thoroughly documented and conform to organizational and FAA-wide guidelines. Assists in structuring organizational and enterprise data management standards, ensuring data governance, collection, and analysis processes meets FAA objectives. Creates innovative technical content and workflow solutions to enhance efficiency, increase productivity, improve quality, and support strategic goals. Develops documentation that supports data-driven decision-making, data standards, data collection and storage, data governance, data analysis, data modeling, and data sharing.

Contacts are internal and external. This includes contact with FAA staff members, domestic and international airlines, manufacturers, employee groups, air traffic organizations, academia, international aviation organizations, and others in the worldwide aviation community. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures. Formulates and recommends to senior management positions on major projects/ policies/issues. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.
