AFM-130 Branch manages the FAA Financial Manual, Financial Q&A System, development, and delivery of financial management Standard Operating Procedures, training courses, Frequently Asked Questions (FAQ), and briefings. Manages Appointment of Funds Certification Authority (AFCA) Tool, provides customer support, and ensures system conformance with AFCA & FAAs transactional system. Manages the Financial Services, designs web pages and updates for the website.

Duties

The Financial Management Specialist is a subject matter expert to review, research, and analyze fiscal policy documents from the FAA, Office of Secretary of Transportation (OST), Office of Management and Budget (OMB), Government Accounting Office (GAO), and other financial management sources. Performs multiple, varying, and complex assignments under the minimal direction of the manager or other experienced professional. May lead cross-functional work groups/teams to accomplish multiple program/project initiatives in support of accounting & financial management. Provides guidance to less-experienced professionals. Serves as liaison for FAA policy changes that address financial issues within the agency. Serves as liaison for financial management training delivery and maintains the Funds Certification curriculum in the agency’s training system. Ensures FAA’s funds certifier training requirements are met and provides logistical support.

Applies experience & comprehensive knowledge of appropriations laws, agency financial management policies, travel policies, HR policies as they relate to finance, and acquisition management policies governing financial management. Coordinates policy documents with the Office of General Counsel prior to publication. Analyzes processes and policies that impact accounting and financial management to develop training and guidance materials. Develops communications materials that support employee knowledge of FAA financial policy, including managing Knowledge Sharing Networks (KSN) and the agency’s training system along with providing Tier III customer support for these applications.

Manages the ABA website, including the Q&A search feature, designs web pages, and updates for the website. Also, manages the delivery of financial management training SOPs, training courses, FAQs, and briefings. Reviews new or existing training materials, SOPs, Q&As and policy documents; and provides recommendations for revisions or improvements. Maintains the Funds Certification and Approving Official curriculum in the FAA training system. Ensures FAAs funds certifier training requirements are met and provides logistical support.

Collaborates and communicates with employees, managers, and FAA Line of Business/Staff Office customers. Designated point of contact to provide advice and guidance on the applications of policies and procedures for financial management. Identifies workflow problems and keeps management apprised of project status through written reports and discussions. Provides workload analysis and develops schedule recommendations. Provides analytical support to the organizations efforts to ensure financial policy and guidance documents are updated with changes in law, policy, and guidance. Examines cost estimates and statements of work to develop policy-related recommendations for management. Utilizes research and analysis of fiscal and contracting law related to federal financial management to provide compliance advice and guidance regarding the requirements needed for acquisitions. Participates in financial meetings, prepares, and presents financial management program requirements to key stakeholders through presentations, and/or reports.

Established policies/procedures provide guidance for most assignments but allow considerable discretion to select the most appropriate approach(es) or develop new approaches. Assignments regularly require interpretations of internal/external policies and extrapolations from precedents. Resolves most problems and work issues without the assistance of others. Works with management and/or others to solve problems.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS: Experience in the development of financial management policy documents to support various projects including finance, travel, and purchasing.

If it is determined that interviews are required and telephone interviews are not utilized, travel expenses incidental to these interviews will be paid in accordance with the Agency’s travel regulations and this Agreement.
