Northrop Grumman Mission Systems is seeking a Planning Analyst Lab Manager to support test and verification activities for programs within the Airborne Mission Systems division in Baltimore, Maryland. Northrop Grumman Mission Systems is seeking multidisciplinary individuals who are comfortable working as an individual, as well as part of a team. The role of a Systems Engineering Lab Manager has many responsibilities that require an Engineer to perform daily. These activities include but are not limited to:
Roles & Responsibilities:
Facilities Surveys: keeping Facilities Engineering informed of lab status and needs regarding security, infrastructure, utilities, and program growth.
Monitoring and enforcement of Northrop Grumman, customer and various federal auditing agency policies and procedures.
Procurement of new materials or equipment, tracking the order and documenting the ownership of the item based off the funding used to procure it.
When necessary, work with program logistics to expedite shipping of materials and equipment.
Safety liaison to Northrop Grumman’s Environmental Health Safety and Fire Protection department, which involves periodic safety inspections, good housekeeping practices, storage of special materials, fire extinguisher checks and more.
Maintain equipment calibrations for all tools and test equipment, submit and pick-up tools to and from the calibration depot; this may involve electronic memory sanitization of specialized devices.
If applicable, depending on program needs, manage any laboratory Industrial Waste.
Maintain consumable material inventory, reorder necessary materials using various procurement methods.
Security liaison for all facility related visitors including auditors, construction workers, tours, etc.
Actively monitors the configuration management of lab work spaces, communicates changes or executes the need to change as requested by users and provides an assessment of the change to program.
Compliance management, responsible for maintaining training certificates of all lab users using Northrop Grumman’s LX training database for ESD, FOD, KeyPoint, HAZCOM and any other coursework deemed necessary by management and facilities engineering.
Compliance inspection, daily sweeps inspecting for ESD, FOD and safety related infractions, taking necessary corrective action and educating lab users to prevent future mishaps.
Property management: track all program, corporate and customer owned property, interface with property management for accountability of items.
Coordinate with hardware and software engineering efforts, set up and tear down of specialized testing fixtures or environments, document events with inventories and set up drawings for future use and result reporting.
Maintain one or more safes for secure storage of program assets, coordinate combination changes with security due to staff turnover, provide combinations to program personnel upon request.
This position is contingent upon transfer of DoD Secret Clearance with Special Program Access (SAP) prior to start.
Basic Qualifications:
Bachelor of Science (BS) degree in science, engineering, or related discipline with 12 years of experience; or 10 years of relevant experience with a Masters (MS) degree or 7 years of relevant experience with a Ph.D. 4 additional years in lieu of a degree
Candidate must be a US Citizen
Active DoD Secret Clearance or higher and Ability to obtain and Maintain Special Program Access (SAP) prior to start is required.
Experience in RADAR & RF testing and circuitry
Ability to effectively communicate and present complex technical concepts to project, program, and company management, other technical managers, and customers
Experience working through the Systems Engineering process
Knowledge of system engineering design methods, including requirements analysis and flow-down, specification derivation and interface control documentation
Preferred Qualifications:
Active/Current Special Program Access (PAR/SAP).
Experience with Control Account Manager (CAM)/ Earned Value Management System (EVMS).
Experience with proposals, basis of estimate creation, etc.
Knowledge and experience with Agile principles, tools and implementation.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
Salary Range: $143,100 - $214,700
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
