This position serves as an Electronics Engineer within one of the multiple National Airway Systems (NAS) teams or sub-teams providing second-level engineering expertise in support of one or more NAS systems. Plans and accomplishes complex projects and other work activities

Duties

Provides electronics engineering support for assigned National Airspace Systems (NAS). He/she provides resolution to problems related to the introduction of new systems into the NAS through problems associated with continued operation of commissioned facilities; but frequently refers difficult problems and work issues to a manager, program/project manager, team leader, or more experienced engineer when guidelines are not available or applicable.

Applies experience and detailed knowledge of electronic circuits, circuit elements, equipment, systems and electrical information such as communications, navigation, sensing, control and measurements, as it relates to the principles, techniques and practices of electronics engineering, to plan and accomplish assignments involving hardware/firmware/software problems such as modification and modernization to improve the reliability, maintainability, and safety of assigned NAS systems/equipment and facilities.

Follows established NASE processes and supervisory instructions for maintaining systems hardware, firmware, and software and facilities throughout the NAS and tests and recommends changes to national systems baseline configurations. Performs a mixture of routine and multiple and varying assignments under the limited direction of a sub-team manager, program manager, project lead, or more experienced engineer in the identifying and analyzing problems or system malfunctions and supporting the development and implementation of solutions.

As a contributing team member, he/she monitors performance and reliability of systems, analyzes performance and fault information from field facilities to identify causes of system failures and recommends system adjustments or enhancements. Assists in diagnosing and correcting system problems and/or failures. Work involves analyzing user requirements, monitoring systems to correct and prevent problems for optimal performance, and providing customer support for operational NAS systems. Identifies and recommending needs for functional improvements or system enhancements using statistical and empirical information. Uses prescribed guidelines to complete necessary user and technical documentation to support maintenance processes. Follows established change management practices to coordinate changes with affected stakeholders. Results of the work enable user organizations to accomplish mission requirements in the most efficient manner possible.

Assists senior engineers in the development of project plans, budgets, and schedules, identifying resource requirements, defining milestones and deliverables, monitoring activities and providing progress reports. For small projects, he/she utilizes project management to ensure that each project has a project plan and a budget that is aligned and tracked with the teams budget and goals. Demonstrates some independence in planning time and using assigned resources to perform tasks, complete small projects, and integrate and coordinate work with users and related functions, resolving most routine engineering issues that arise.

Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity.

Qualifications

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

IN ADDITION TO THE ABOVE BASIC REQUIREMENT:

To qualify at the FV-H (FG/GS 11/12) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to the FV-G (FG/GS 5/7/9) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: experience preparing technical documents; identifying and providing resolution of difficult technical problems; analysis, design, and implementation of system-wide hardware/firmware modifications; system design and integration; conduct component tests and system level testing in a lab on installed systems; experience identifying and recommending solutions for complex/difficult problems.

AND

Quality Ranking Factor (QRF): Well Qualified applicants will demonstrate the following within their resume: Knowledge of Airport Surveillance Systems and experience in operations and maintenance support of Radar and Beacon systems.
