Northrop Grumman Mission Systems Sector is looking for you to join our team as a Staff Program Cost Control Analyst based out of San Diego, CA. this position may be staffed as a hybrid role from San Diego, CA. This position offers the 9/80 schedule.
What Youll Get to Do
The Staff Program Cost Control Analyst (PCA) will support overall Cost Management duties at an Operating Unit (OU) level. The PCA will collaborate with analysts who will interface with the program managers, functional management, and cost account managers (CAMs) to provide financial and administrative support and analysis to meet program requirements.
The PCA will have experience with all facets of Cost Management including Earned Value Management, Controller duties, Labor Cost Management, Material Cost Management, Schedule Management and External Government reporting. This position will be responsible for overseeing and training other analysts in full level 1 Earned Value contracts.
The PCA roles and responsibilities include, but are not limited to, the following:
Business/Cost Management tasks:
- Provide leadership for the Strategic and Tactical Network department within the Advanced Networking Solution OU, including working closely with the OU manager.
- Establishing Work Breakdown Structure for execution of budgeted cost of work scheduled
- Assessing and maintaining of objective performance criteria – developing, maintaining, analyzing and justification of estimates to complete
- Supporting internal and external reporting requirements for variance analysis and budgeting baseline
- Maintaining a solid and accurate cost and schedule integration with business partners and program teams
- Analyzing funding, cost risk analysis/assessment and visibility reports - Preparing government cost performance reports and preparation and/or review of Performance measurement variance analysis
- Proposal Support for all proposals within the department including pulling actuals, reviewing proposal data, contributing to the reviewing process
- Financial forecasting for the department ensuring financial predictability by working with all stakeholders, providing financial analysis within the business management rhythm
Additional responsibilities will include:
The PCA will support OU efforts including but not limited to performing analysis & prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Supporting the preparation and coordination of the monthly and quarterly financial forecasting and reporting processes with other analysts. Provide internal reporting requirements to include incorporation of forecast, identification of staffing issues related to baseline/ETC, and execution of corrective action or updates using program reporting tools. This position will collaborate with analysts who interface with Business Managers and support booking rate files and profitability updates.
Basic Qualifications:
- Bachelors degree with 12 years of experience in the following areas: business, finance, accounting, program control and/or similar industry related fields. or Masters degree with 10 years experience as described above
- Will consider 16 years of applied experience in lieu of degree requirement.
- Experience with Microsoft Office suite including Excel and PowerPoint
- Experience successfully supporting a monthly financial forecasting rhythm
- Experience with all facets of Cost Management including Controller, Labor Cost Management, Material Cost Management, Earned Value Management with external government reporting, Schedule Management and financial forecasting
- Experience with proposal process and preparation
- Experience with Deltek Cobra
- Experience with COGNOS
- Experience preparing and presenting complex financial analysis to management and external customers
- Experience leading and mentoring junior staff
Preferred Qualifications:
- Experience developing CDRLs (IPMR/IPMDAR/CPR/CFSR/CSDR)
- Subject matter expertise COGNOS
- Subject matter expertise Excel and developing tools
- Subject matter expertise SAP

Salary Range: $136,300 - $204,500
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidates experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
