This position serves as the Technical Analyst for the System Safety Management Transformation (SSMT) program within the Program Management Branch (AVP-220) of the FAA’s Office of Accident Investigation and Prevention (AVP).

Duties

The Technical Analyst is the technical and safety analysis expert for the SSMT program, collaborates on the program’s technical capability identification, oversees development of safety risk models and candidate safety event detection tools, and participates in safety program development and sustainment efforts in support of FAA Lines of Business and Services/Offices.

The Operations Research Analyst serves as the Technical Analyst in support of the System Safety Management Transformation (SSMT) program. The Analyst performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist for large work activities led by a Program Manager and a Technical Lead to deliver SSMT products and services. Provides support for the AVP goal of improving safety data and analytical capabilities and will work in collaboration with subject matter experts and specialists in AVP, the FAA, and with governmental and industry stakeholders. The SSMT Technical Analyst works with substantial independence within their defined scope of responsibility. The work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. The work activities typically impact directly on the objectives of one or more major subdivisions or LOBs/SOs and may impact on the objectives of the FAA.

Applies experience and comprehensive knowledge of the design, development, and adaptation of mathematical, statistical, and other scientific methods and techniques to analyze management problems and to provide guidance about the probable effects of alternative solutions to these problem. Works with the SSMT technical lead on advanced projects requiring state-of-the-art knowledge of aviation operations and safety risk assessment tools and techniques. Provides guidance in selecting computational or data manipulation methods, and develops mathematical models and/or creates simulation models of problems. Applies validation and testing of models, sets requirements for data to be gathered, and validates collected data through statistical testing judgment. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with management to solve problems. Collaborates with the technical lead and program stakeholders on the development of short-term and long-term plans for capability and future functionality. Works with team members and stakeholders to support the design, development, and implementation of the future SSMT tools and system infrastructure in the FAAs Enterprise Information Management (EIM) environment.

Applies knowledge of aviation safety principles and practices when conducting data-driven analysis to resolve problems. Assignments may include analysis of critical safety data and information to identify emerging trends, providing technical guidance on statistical methodologies and models to stakeholders, and the execution of safety programs activities. Identifies relevant data and capabilities from the existing tools and techniques, and new emerging approaches developed within the FAA and in industry and academia. Uses broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Provides guidance to lower-level staff on how to solve difficult technical issues.

Provides support for the SSMT Program Manager on the operational use of SSMT tools and the development and maintenance of technical documentation to support the program.


Provides support to management and leadership in the development and continuous improvement of organizational and branch level process, tools, and techniques.

Basic Requirements

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

To qualify for this position at the J-band: you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS- 13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience collecting and organizing data and then using the data to conduct data-driven analysis on any variety of programs or projects.

Writing Sample: Candidates who are invited to interview for this position will be required to provide a writing sample upon interview scheduling. Candidates will be informed of the writing sample topics, requirements, and deadline at the time of scheduling. The writing sample is a mandatory requirement for the interview and candidates who do not meet this requirement will not receive further consideration.
