Job Description:

Serves as a Management and Program Analyst within Aircraft Certification Service, Airworthiness and Compliance Division, AIR-721. The Management and Program Analyst provides overall program management and analysis on a wide variety of critical branch and division projects and programs in coordination with engineers, technical writers, and managers as necessary, to enhance organizational efficiency and productivity. Independently plans time and work activities.

Assignments require advanced and comprehensive knowledge, and experience in program management and analysis to provide program support across functional and organizational lines for both internal and external contacts.

The Management and Program Analyst Serves in a leadership capacity to promote standardization and improve business processes/practices within the Section and Branch. As Lead Management and Program Analyst, the incumbent has a fundamental understanding of database and application development concepts. The incumbent is responsible for maintaining and improving databases and local IT tools for all program areas. In addition, duties include collecting, analyzing, and presenting data using a variety of tools, to support decision-making, and managing and improving existing automation processes.

Demonstrates independence in using assigned resources to accomplish tasks or projects. The incumbent is responsible for collecting data requirements to meet organizational needs, and for developing and maintaining dashboard displays and other tools, which enables the office to track and improve all key performance indicators and work more efficiently. The incumbent is also responsible for the collection, analysis, and presentation of data through the use of standard tools (i.e., MS Access, MS Excel, MS SharePoint) to analyze, query, transfer, and present data. The incumbent maintains and modifies existing data systems (i.e., SharePoint sites, Access databases) and modifies existing code or macros. The incumbent prepares briefings and summary reports as requested and performs other duties as assigned.

Acts as a contributing analyst on large work activities to facilitate the development of new and innovative approaches, methodologies, and/or tools for business planning, rulemaking activities (including Airworthiness Directives), and new technologies. Works collaboratively with staff, management, and other stakeholders, as required, to ensure alignment with current national policy and ongoing strategic initiatives.

Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments. Coordinates with other AIR employees performing similar data management duties on IT projects with service-wide applicability, IT policy issues, and IT strategic planning. Provide guidance to less experience professional and assists other Management and Program Analysts in the Branch as needed.

Established policies/procedures provide guidance for most assignments but allow discretion to select an appropriate approach or develop a new approach. Resolves most problems and work issues without the assistance of a manager or other experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Also works with management and other professionals to solve problems and issues.

The work activities of this position impact directly on the objectives of one or more organizational units, major subdivision, LOBs/SOs and may affect the objectives of the FAA.

Qualifications

To qualify for this position at the FV-I band level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes:

  • Experience in program management involving analyzing, making recommendations, presenting material in an external forum, and managing multiple programs/projects.
  • Experience collecting, analyzing, and presenting data using a variety of IT tools including Microsoft Access, Visual Basic, Microsoft Word, Excel, and PowerPoint.
  • Experience developing, managing, and improving office automation processes and data systems, and developing/modifying code or macros.
