The incumbent serves as a Management and Program Analyst for the National Transportation Safety Board (NTSB) Safety Recommendation Program and/or the FAA Safety Recommendation Program. This position is located in the Accident Investigation and Recommendations Division of the Office of Accident Investigation and Prevention.
Duties
The incumbent provides analytical service applying experience and comprehensive knowledge
related to aviation safety recommendations and in support of management and program related issues.
With minimal supervision, the incumbent receives, analyzes, edits, and coordinates submitted safety
recommendations and agency responses to those recommendations; transmits the recommendations to the
appropriate FAA program offices for action; analyzes the input received from FAA program offices and
drafts the final agency responses, ensuring the agency responses reflect current agency policy; and
recommends solutions to complex problems related to the recommendations process, to ensure greater operational efficiency and consistency.
Incumbent is the point of contact providing advice and guidance to all FAA offices on matters pertaining to
the development of the agencys response(s) to NTSB Safety Recommendations and/or FAA Safety
Recommendations. Verifies and validates the technical validity of responses to safety recommendations,
provides constructive criticism, and/or recommends alternate responses or approaches that would achieve a
similar goal; and participate in, and sometimes facilitates periodic meetings and program reviews, and
documents findings and provides support to these proceedings.
In addition to the work directly related to recommendations, at the direction of the supervisor, the
incumbent may occasionally take the lead on special team projects or assignments in support of the
organization and the safety recommendations programs.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion
for employee to select the most appropriate approach(es) or develop new approaches. Assignments
regularly require interpretations of internal and external policies and extrapolations from precedents.
Resolves most problems and work issues without the assistance of a manager, project/program manager,
team leader, or more experienced professional. May develop and recommend approaches to address current
and anticipated problems and issues.
Work is reviewed through status reports and at project completion to ensure policy compliance and
alignment with the requirements of projects and/or other work activities.
Work activities impact directly on the objectives of one or more organizational units, major subdivisions,
and/or LOBs/SOs and may affect the objectives of the FAA.
