Air Traffic Control Specialist (Terminal Instructor)
Job Description:

Serves as an ATCS (Terminal Instructor) at the FAA Academy. Instructors have responsibilities which require highly specialized training, significant managerial skills, specific technical qualifications and detailed proficiency representative of the air traffic control occupational workforce. Possesses a high degree of human relations and communication skills, which enables the individual to function as an agency role model for both new and current FAA employees.

Duties

Performs a variety of professional air traffic control functions in the area of course instruction and evaluations delivered in an academic and simulated air traffic environment related specifically to basic air traffic, Tower Cab, and Terminal Radar Approach Control. The incumbent provides instruction and/or evaluation in one, some, or all of the courses dependent on previous field facility level (9-12) experience.

  • Conducts resident and nonresident (virtual and field-delivered) Air Traffic Basics, Tower Cab, and Terminal Radar Approach Control training to air traffic control personnel assigned to the Terminal Air Traffic Control option.
  • Evaluates student’s performance in a non-graded and graded simulated air traffic control environment.
  • Participates in continuing evaluation of courseware.
  • Evaluates performance, learning outcomes and results associated with contract staff services, i.e., contract instructors and remote pilot operators (RPOs). Notifies the Contracting Officer immediately of any discrepancies in job performance.
  • Maintains proficiency on all instructional mediums and systems.
  • When designated, serves as lead instructor responsible for the technical day-to-day activities of assigned class.
  • When assigned, provides technical guidance, monitors, reviews, and evaluates development/revision efforts of the Terminal Air Traffic Training Program.
  • Provides ongoing evaluation of assigned training courses. This includes test materials to ensure usability, reliability, and validity; review of end-of-course critiques and post-course questionnaires.
  • Identifies and recommends revisions and requirements including major revisions, new development or need for new training equipment.
  • Ensures classroom and simulator equipment is operational and initiates action for repair if nonfunctional.
  • When assigned, serves as course coordinator of one or more of the terminal training courses.
  • Ensures courseware is maintained in accordance with the current Maintenance Plan for Air Traffic Academy Courses, FAA Orders, Directives, Academy Work Instructions, and Job Task Management System documents.
  • When assigned, acts as subject matter expert (SME) and/or point of contact (POC) on specific field courses and computer-based instruction activities.
  • When assigned, develops and maintains training scenarios using various software programs.
  • Upon request, supports the service areas in evaluating facility or service area training.
  • Performs other duties as assigned.

  • Successful completion of security investigation may be required.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower grade level GS/FG-13 (FV-I). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experienceincludes: experience in controlling live air traffic in an ATC-9 (or above) terminal facility or equivalent positions and facilities in the military, specifically related to programs and systems used to support the NAS; experience that provides comprehensive knowledge of appropriate air traffic control laws, rules and regulations, etc; experience that provides an in-depth understanding of terminal/tower programs and procedures critical for successful execution.
